The artist wants to put out SOMETHING, but he also wants to make sure it's in agreement with what he thinks he's capable of. He tries his best to release something that's as good as can be, but he also wants to just make sure that he releases SOMETHING. If he feels like he just can't produce anything better on that day, he just might release it. Even if he feels like he could probably produce something better, more worthwhile, on a different day.
